Where does the subsidy money come from when you buy an EV (electric vehicle) in Hokkaido? The bottom line for FY2026 (Reiwa 8): Hokkaido has no prefectural purchase subsidy for individuals; you combine the national CEV subsidy (up to 1.3 million yen for EVs) with municipal top-ups such as Sapporo's. However, Sapporo's EV allocation (100,000 yen, multiplied by 1.5 under certain conditions) ran out of budget on June 8, and Hakodate will exclude EVs from its program from FY2026 (Reiwa 8), so this is a "first come, first served" year in Hokkaido too. Here we sort out what is still available and how to prepare for next fiscal year, based on FY2026 information.
Think of Hokkaido's EV Subsidies as a "Two-Story" Structure
CEV Subsidy (the main pillar)
A national subsidy available to both individuals and companies. In FY2026 it offers up to 1.3 million yen for EVs, the largest amount by far.
Sapporo's budget ran out in June
Sapporo's 100,000 yen for EVs (1.5x under conditions) closed on June 8, 2026. Hakodate excludes EVs from FY2026 (Reiwa 8) onward.
No prefectural subsidy for individuals
There is no prefecture-level vehicle purchase subsidy for individuals (it is not listed by the Next Generation Vehicle Promotion Center either). Combine national and municipal programs.
[National] CEV Subsidy FY2026 (the Main Pillar)
"Up to 1.3 million yen" is a cap. The actual amount is set per model based on evaluations such as the vehicle's environmental performance. Applications close once the budget runs out, and subsidized vehicles carry a mandatory holding period of 4 years in principle; disposing of the car within that period may require repayment. Check the exact subsidy amount for your car in the figures published by the Next Generation Vehicle Promotion Center.
For the full picture of the CEV subsidy and the situation nationwide, see our guide to EV subsidies in all 47 prefectures.
[Hokkaido] No Prefectural Subsidy for Individuals
Hokkaido has no prefecture-level EV purchase subsidy for individuals. The list of local government support programs published by the CEV subsidy's administering body (the Next Generation Vehicle Promotion Center) does not include any prefectural vehicle purchase subsidy for individuals either. For individuals, the standard approach in FY2026 is to combine the national CEV subsidy with municipal programs.
In cold regions, winter driving and heating drain the battery significantly, so beyond subsidies it is also important to consider whether to choose a model with a large-capacity battery.
[Municipalities] Sapporo's Budget Is Exhausted; Hakodate Drops EVs
| City | Status in FY2026 |
|---|---|
| Sapporo | The program offered 100,000 yen for EVs and 50,000 yen for kei EVs, with a 1.5x multiplier if you deregistered an old vehicle, purchased V2H equipment at the same time, or signed up for a 100% renewable electricity plan — but the EV allocation reached its budget cap and closed on June 8, 2026 (FCVs still accepted). Vehicles priced at 8.4 million yen or more are excluded |
| Hakodate | The official page states that EVs and PHEVs are excluded from the subsidy from FY2026 (Reiwa 8) onward (solar panels, storage batteries and similar equipment only) |
Sapporo's 1.5x conditions (deregistering an old car, V2H, renewable electricity) are likely to carry over to next fiscal year, so if you are aiming for next year, sort out in advance whether you own a car more than 13 years old and whether you would switch to a renewable energy plan — that way you can act as soon as applications open.
Also Check EV "Taxes" (Automobile Tax Relief)
Separately from subsidies, EVs are exempt from the environmental performance levy of the automobile tax (the FY2026 tax reform has also decided to abolish the levy itself), and the following year's automobile tax (type-based levy) is reduced by roughly 75% under the green tax special measure. For details, see EV taxes and the 2026 automobile tax reform.
Is the Subsidy Itself Taxed?
EV subsidies received by individuals are treated as occasional income (ichiji shotoku). Because there is a special deduction of 500,000 yen per year, no tax arises as long as your total occasional income for the year, including other items, stays at 500,000 yen or less. Even combining national and local subsidies usually stays within this limit, but be careful about the total in a year when you receive several large subsidies. Business use is treated differently — consult a tax accountant or other professional.
What to Do Today
What to do today
- Check the national CEV subsidy amount for your candidate model in the Next Generation Vehicle Promotion Center's list (the amount for your specific car, not "up to 1.3 million yen")
- Search "EV subsidy" on your municipality's official website; since Sapporo's budget typically runs out early each year, check next fiscal year's application start date and the remaining budget / application status
- Work backward from your delivery date to build an application schedule (check three things: registration date, application deadline, and budget exhaustion)
FAQ
Q. Can I still apply for Sapporo's subsidy?
A. The FY2026 allocation for EVs and kei EVs reached its budget cap and closed on June 8 (FCVs are still accepted). Check the city's official website for next fiscal year's program and start date, and prepare so you can apply as soon as it opens.
Q. What are the conditions for Sapporo's "1.5x" multiplier?
A. The design multiplies the subsidy by 1.5 (150,000 yen for an EV) if you meet any one of the following: deregistering a vehicle more than 13 years past its first registration, purchasing V2H charging/discharging equipment at the same time, or contracting a 100% renewable electricity plan.
Q. I live in Hakodate. Is there an EV subsidy?
A. From FY2026 (Reiwa 8), Hakodate has removed EVs and PHEVs from its subsidy and covers only equipment such as solar panels and storage batteries. The national CEV subsidy and automobile tax relief become your main forms of support.
Q. Is an EV realistic in Hokkaido's winter?
A. Heating increases battery consumption, so the standard approach is to choose a model with ample battery capacity on the assumption that real-world range will be shorter than the catalog figure. This is separate from subsidies, but when choosing a model, check its real winter range record.
